Haryana LWF increases disabled worker benefits to Rs 3 lacs (conditions apply)

The Haryana government has recently revised its financial assistance scheme of the Haryana Labour Welfare Fund (LWF) Board for disabled workers.
Amidst many benefits, the Scheme had provided for payment of a maximum of Rs.1.5 lacs to an
injured worker suffering disability. In a welcome move that will benefit thousands every year
(though we wish and try that there were no disabilities at all in workplaces to begin with),
the maximum amount payable has now doubled to Rs 3 lakhs.
the application time window was extended from one year to two years (as we had
recommended)
Financial assistance will be provided based on the worker's disability percentage for injuries occurring post 9th October 2024:
Up to 50% disability - ₹1 lakh,
51%-70% disability - ₹2 lakh,
Above 71% disability - ₹3 lakh.
We find and assist thousands of such disabled workers every year, especially among those operating power press machines in Haryana's automotive hubs like Gurgaon, Manesar, Faridabad, Bawal, Dharuhera etc. Many of them are migrant workers in auto component units and face severe injuries, such as loss of fingers or limbs, due to unsafe working conditions. This improvement will be a good relief to all of them.

Since starting offering this scheme to workers from August’2023, Over 300+ workers have been contacted out of which 125 applications were filed. We have received approval for 82 and these disabled workers have received Rs 86 lacs+.
We are proud of this start as when we asked 400+ disabled workers in Aug 22 at the release of “SafetyNiti’22” & “Gangs of Shramikpur” about these schemes, not one was aware of it!

Here is the year-wise trend of applications submitted and the amount released by the Haryana Labour Welfare Board. In 2023, when we began the initiative, only 23 applications were approved. However, in 2024, the number of approved applications increased significantly to 64.

Haryana LWF v/s other states LWF – interesting – Haryana leads!
This revised scheme reflects a deeper understanding of the issues faced by injured workers, especially those in industrial and automotive sectors.
Haryana leads among states in disability support under the Labour Welfare Fund, offering up to ₹3 lakh for severe disabilities
Gujarat follows with financial assistance of ₹50,000 for significant disabilities, supplemented by employer contributions.
Other states, including Tamil Nadu, Karnataka, and Maharashtra, provide limited or no specific disability benefits, focusing instead on broader welfare or death-related assistance.
Our Next steps:
1. Promoting the scheme across Haryana, directly, through social media and partners, and keep Pushing all pending applications currently in the pipeline (documentation challenges with employers)
2. Advocacy in Haryana: Analyse reasons for declines, documentation challenges creating delays and make next set of policy/operational recommendations to LWF, Haryana.
3. Advocacy in other states: Recommend these experiences and schemes to LWF, Maharashtra, where SII has a presence and experience of similarly disabled workers. Potentially to other auto sector hubs in Tamil Nadu, Karnataka and Gujarat too.
4. Target 2025: Help 1000+ disabled workers get this benefit by end 2025.
